Our History

WRE was founded in 1989 by Gustavo Arboleda, who remains the company’s President. Mr. Arboleda’s vision was for a small group of specialists dedicated exclusively to water-related work.

WRE is dedicated exclusively to water-related work

While the water industry tends to subdivide projects in terms of the type of water involved (drinking water, stormwater, wastewater, recycled water), the skill set required to plan, analyze, design, operate, and maintain all types of water facilities is similar. WRE engineers are familiar with the storage, conveyance, and treatment of water, whatever the particular application.

The Treasure Island Water System (TIWS) has recently changed ownership, having been transferred from the US Navy to the Treasure Island Development Authority.

The facility will ultimately be conveyed to the City and County of San Francisco. The City retained WRE to develop a reliable inventory of existing service connections and to document potential cross-connection hazards (such as irrigation systems, shipyards, commercial and industrial facilities). The inventory is critical for the protection of public health and the integrity of the drinking water system, and it will also help the assessment of operational and emergency response needs of the TIWS, as well planning and operations during island construction/renovation.
WRE completed emergency action plans and inundation maps for several Northern California dams

In June of 2017, California Governor Jerry Brown signed into law Senate Bill 92, which set forth new requirements for dam safety. The legislation mandated that dam owners submit inundation maps to the California Department of Water Resources, Division of Safety of Dams (DSOD), by the end of 2017. After approval of the maps, dam owners were also required to submit emergency action plans to the state Office of Emergency Services for dams classified by DSOD as presenting a “high hazard” in case of failure. WRE has assisted clients with the preparation of both inundation maps and emergency action plans for many dams and a variety of Northern California clients.
WRE assisted San Francisco’s Urban Watershed Management Program in updating the San Francisco Stormwater Design Guidelines (Guidelines), initially adopted in 2010.

The Guidelines are the implementing arm of the Stormwater Management Ordinance (SMO), which requires all projects above specified thresholds to manage part of their stormwater on site. WRE assisted City staff in integrating new policies, procedures, and technical tools into an updated version of the Guidelines, as well as revising materials to reflect post-construction requirements.
WRE was retained by the US Bureau of Reclamation to provide data and analytic support for Structured Decision Making (SDM) within the Fish Resource Area of the Central Valley Project Improvement Act (CVPIA).

WRE provided and refined tools that connect underlying data to more robust analyses that support continuous improvement of SDM within, between, and outside of the stakeholder agencies.
